Runs small and major shrinkage after washed

Bought size L in black for my petite 10 years old. Fits just nice on her (usually size L shirts fit loose on her) but shrank after machine washed cold water and tumble dry low heat. Now it's too short and tight on her. I would suggest to go up two sizes.
