Pretty but fit is very awkward

Tried my normal top size, Petite Small (pictured). Neckline is huge and won't stay on my shoulders. Why isn't it elasticated? Shoulders in petite tops usually fit well. I'm super disappointed in Gap with this one. I am a M and sized down to a S and the neck/shoulders are huge. Literally falling off. Probably will return. Idk if i just have small shoulders but it's pretty bad. Not worth the hype
