Made incorrectly?

5'2 and 105lbs. Ordered a petite 24. I would say they run a bit big as I'm typically a 25 these days, although they fit me well. However, something weird is going on with the inner leg - the inseam is shorter than the outside length, so they do this weird thing at the bottom and they aren't as baggy...

I was really excited for these pants. It's hard to find barrel pants that are tall. The size guide says that the tall is 33.5 in inseam. When I got these pants I measure them to be a 28in inseam. The tag even says it is tall on my pair. Really disappointing since it's falsely advertised.
